Max Cafe Level is 60??? Empty Max Cafe Level is 60???

Just reached level 60, and inside the progress bar under Dessert Cafe Lv now says "MAX". Does anyone know if 60 is the maximum level for cafes in this game. I assumed it would be 99 or 100.
